Dogpatch, a formerly light-industrial neighborhood, is being transformed by extensive construction and rapid population growth. A new city plan, set to go before the Planning Commission Thursday, envisions an expanded network of open space, green parks and improved pedestrian walkways to meet the needs of the area’s residents.
