Treasure Island marina Deserves Approval

A new marina in Treasure Island’s Clipper Cove is close to becoming a reality, and it’s a testament to the effectiveness of good government.

After years of negotiation, compromise and goodwill, the Board of Supervisors is expected to vote this week on a lease agreement for the new marina. The Board was instrumental in helping to bring stakeholders together, work through their differences and shepherd the project to the finish line.

I should know because for six years, I served on the Treasure Island Development Authority Board of Directors and reviewed plans for the marina and other uses in Clipper Cove. The marina lease agreement is a win-win that deserves our full support.

Last June, the Board of Supervisors unanimously passed Resolution No. 173-18 approving a compromise plan that allows for a scaled-back marina while achieving minimal impact to the neighboring Treasure Island Sailing Center and community uses in Clipper Cove.

The compromise plan was the product of good faith negotiations between the Board of Supervisors, the developer, TI Sailing Center and others, reducing marina slips by half – from 400 to 200 – and limiting the marina footprint to 18 percent of the cove. The plan remains consistent with the vision for Treasure Island, which has included an expanded marina in Clipper Cove since adoption of the 1996 Treasure Island Reuse Plan.

The current marina plan and lease have already been approved by the Treasure Island Development Authority, and the City Planning Department has certified that the marina does not have a significant impact on Clipper Cove in environmental reviews conducted in 2006, 2011 and 2018.

In addition, the marina plan is supported by One Treasure Island, formerly known as The Treasure Island Homeless Development Initiative, the TI Sailing Center, the San Francisco Building & Construction Trades Council, the Treasure Island Yacht Club and many other stakeholders that have voiced their opinions over the last 22 years.

To its credit, Treasure Island Enterprises, the marina developer, has kept its word, listening closely to concerns about the size of the marina and its potential impact to community sailing programs in the cove.

The Board of Supervisors’ Resolution No. 173-18 resolves that “the footprint of the new marina is consistent with the vision of marina development in the Reuse Plan for Treasure Island Naval Station approved by the Board of Supervisors and further finds this footprint upholds the principle that marina redevelopment in Clipper Cove should not diminish the character of existing public recreation and public education on Clipper Cove, including most interim uses.”

While the new plan allows for the redevelopment of a marina that has long been in disrepair, it also ensures that the TI Sailing Center’s educational and community sailing programs will continue to thrive in Clipper Cove.

The lease agreement for the Treasure Island Marina is a true win-win, and it deserves the full support of our community and the Board of Supervisors.
