WHAT: Lt. Gov. Becky Skillman announced that the state agency awarded the city of Franklin a $49,500 grant to study facades in its historic downtown district.
WHY IT'S DIM: The money came from federal community development block grants, which are supposed to be used to help rural communities with projects such as sewer and water lines and community centers. And since the federal government has to borrow 40 cents of every dollar it spends, future taxpayers are now $18,800 in hock for a study of fake building fronts.
