Stone-broke Detroit is preparing to close as many as 18 of its 23 library branches and lay off 191 of the 333 library workers. Meanwhile, the budget for revamping the main library’s south wing ballooned from $300,000 to $2.3 million. The overhaul features 20 lounge chairs that cost $1,092 apiece.
