Why: As the mayor moves on to statewide office, people may be pondering what his legacy will be. One thing, for the casual observer, will be his perfectly styled hair. And what better way to immortalize his image of gelled locks that do not blow in the wind than to put a bronze bust in City Hall, slicked-back hair and all?
