Multiple lanes, one-way directions and access to heavily used commuter freeways can turn the streets of South of Market from residential roads to miniature interstates. But a speed limit reduction could curb that soon.

After months of sometimes-heated debate, San Francisco's public-financing program for mayoral and supervisorial candidates is finally about to change.In June, the U.S. Supreme Court overturned Arizona legislation, finding that tying disbursement of public-finance dollars to third-party spending violates the First Amendment. Supervisor Sean Elsbernd asked his colleague Jane Kim a worthwhile question at Monday’s Rules Committee meeting: “What is more important to [our] communities? Having dollars available for services? Or standing on a principle that has been deemed unconstitutional?”
