Election Day apparently went smoothly across San Mateo County, where turnout was low and a higher percentage of voters than ever before cast ballots by mail.
About three-quarters of voters cast their ballots by mail, which county Elections Manager David Tom said was higher than in previous years. “The trend seems to be pointing more and more that way,” he said.

Unofficial results from Tuesday’s City Council race showed Ray Miller and Terry O’Connell leading five-termer Cyril Bologoff.
Miller, a former councilman, led the pack. He was last on the City Council in 1995 and has spent 13 years on the open-space and ecological committee. O’Connell, an insurance appraiser, held a slim lead over Bologoff.
