A man who confessed to fatally shooting East Palo Alto community leader David Lewis outside San Mateo’s Hillsdale Shopping Center less than three years ago is back on the streets.
Much to the chagrin of prosecutors, San Mateo County Superior Court Judge Craig Parsons on Tuesday let Gregory Elarms out of jail on his own recognizance.

The nonprofit co-founder who was slain outside Hillsdale Shopping Center in San Mateo will be honored Thursday during the 17th anniversary of the group.
David Lewis, 54, co-founded the East Palo Alto nonprofit Free at Last that provides services including substance abuse treatment and transitional housing.
Lewis was killed in a shooting on June 9 in the parking lot of the Hillsdale Shopping Center in San Mateo.

Gregory Elarms, 58, charged with fatally shooting an East Palo Alto community leader outside a San Mateo mall in June, will be in court in February for a preliminary hearing after pleading not guilty to murder. San Mateo police have arrested a suspect in the June fatal shooting of East Palo Alto community leader David Lewis at the Hillsdale Shopping Center.Gregory Elarms, 58, of Pittsburg, was arrested early Sunday morning at San Mateo police headquarters, San Mateo police Chief Susan Manheimer said. "We have reason to believe that Mr. Gregory Elarms killed David Lewis in cold blood," Manheimer said at an afternoon news conference at the police station.
