The nonprofit co-founder who was slain outside Hillsdale Shopping Center in San Mateo will be honored Thursday during the 17th anniversary of the group.
David Lewis, 54, co-founded the East Palo Alto nonprofit Free at Last that provides services including substance abuse treatment and transitional housing.

Gregory Elarms, 58, charged with fatally shooting an East Palo Alto community leader outside a San Mateo mall in June, will be in court in February for a preliminary hearing after pleading not guilty to murder. San Mateo police have arrested a suspect in the June fatal shooting of East Palo Alto community leader David Lewis at the Hillsdale Shopping Center.Gregory Elarms, 58, of Pittsburg, was arrested early Sunday morning at San Mateo police headquarters, San Mateo police Chief Susan Manheimer said.
