Three teenagers were taken into custody Wednesday after a witness reported seeing them fill glass bottles with gasoline in the Excelsior district. The boys, two aged 13 and the other 15, were arrested on suspicion of possessing an incendiary device in the 500 block of Munich Street, just north of Crocker Amazon Playground.
