Despite a din of protests from cabdrivers, a new plan for how The City administers taxi operating permits was approved Tuesday.For decades, drivers have been able to bide their time on a lengthy waiting list to obtain a taxi medallion, a permit that can be leased out to other cabbies. After arguing over fare payment at Hayes and Fillmore streets about 11:40 p.m. Saturday, a cabbie assaulted and robbed a passenger, police said.
The 30-year-old male victim was reportedly held at knifepoint before the driver robbed him of a cellphone and credit card, police said. The cabbie fled and no arrest has been made.

A 36-year-old victim was apparently staring at a 31-year-old woman about 5:50 a.m. Tuesday in the 900 block of Geary Street, police said. The woman did not appreciate the leering. She confronted the man and they began arguing.
The woman punched the man, who fell to the ground. She then bit him and fled. She was later arrested.

The 38-year-old male victim was parked at the curb about 3:30 a.m. in the 2200 block of Mission Street when an unknown suspect who simulated having a gun inside his sweatshirt demanded the driver’s money, police said. A man and woman were robbed at gunpoint in the Western Addition on Tuesday, police said. The victims were walking in the area of McAllister and Laguna streets about 10:45 p.m. when two men approached, police said. One suspect put a gun to the back of the man’s head and demanded both the man and woman’s cellphones. The victims said they didn’t have any cellphones, so the crook demanded they give him “something,” police said.
