A 24-year-old man living in his mom’s South San Francisco apartment is being charged with setting fires near her complex and then trying to help firefighters put them out.Authorities said Decorius Boglin fled to Alabama in fall of 2010 after police discovered he was an arsonist as well as a deranged wannabe superhero.Boglin was extradited back to San Mateo County in September of last year, prosecutors said.
