Assessor-Recorder Phil Ting finds himself battling San Francisco Library Commissioner Michael Breyer, son of U.S. Supreme Court Justice Stephen Breyer, for the 19th Assembly District seat vacated by termed-out Assembly member Fiona Ma. New report says foreclosure irregularities widespread
