As San Francisco is on pace to bust through its overtime spending budget and spend more in overtime this fiscal year than last year, Board of Supervisors President David Chiu introduced legislation Tuesday that would lower the per worker overtime cap of 30 percent of hours worked to 20 percent of hours worked, or 416 hours instead of 624 hours.
