Oakland Mayor Ron Dellums will give his State of the City address today, announcing his ideas for generating jobs and improving public safety. Dellums also will detail Oakland’s federal stimulus efforts, his office said. Mayor Gavin Newsom pledged to slash the homeless population in half on city streets by the end of the year.
