WHO: St. Louis County Department of Health WHAT: Plans to use $7.6 million for an anti-smoking campaign, part of which lobbies the county's council to remove smoking-ban exemptions from workplaces, bars and casinos

WHY IT'S AN OUTRAGE: The grant comes from a $372.8 million anti-smoking portion of the stimulus program. Banning smoking from private establishments can make them go out of business. How does that stimulate job creation?
