No action on Coastal Commission bill 

A bill by State Assemblyman Ira Ruskin, D-Redwood City, that would have provided new authority to the California Coastal Commission to impose penalties for violations of the Coastal Act was not acted on before Sept. 11 — the end of the legislative session. Ruskin said he will bring AB 226 back up in January. The commission has a backlog of more than 1,300 cases of violations, Ruskin said.
