Man arrested in Fairfield councilman's slaying 

U.S. Marshals have arrested a man suspected of murdering a 22-year-old Fairfield City Council member.

U.S. Marshals and Las Vegas police arrested Henry Don Williams on Saturday on a murder warrant issued in the shooting death of Matt Garcia.

The 32-year-old Williams is believed by police to be the one who pulled the trigger and shot Garcia in the back of the head Sept. 2 outside of a friend’s house in Fairfield.

Police say they believe Williams and another suspect, 45-year-old Gene Allen Combs of Suisun City, intended to collect a drug debt.

Police say there is no evidence Garcia was involved in drug activity.

Combs has been charged with murder and made his initial court appearance Thursday.

Police said Williams and Combs were in the getaway car allegedly driven by Nicole Stewart, 33, of Fairfield. Stewart, who was in protective custody while Williams was at large, is nine months’ pregnant. It was not immediately known whether Stewart was released from custody. Solano County prosecutors said Thursday they were not charging Stewart in the shooting after she was arrested on suspicion of murder.

Prosecutors say her testimony is essential in winning convictions against the two other suspects in the case.

Evidence was uncovered this week that links Combs to Garcia’s murder.
