Bad checks: Understaffed agency paid welfare benefits to the dead

WHAT: A state audit of the Connecticut Department of Social Services shows the agency has made monthly cash benefits payments to welfare recipients after they’ve already died.

HOW: According to the report, the auditors reviewed benefit histories in 2009 of recipients whose cases were closed after death. They found that for eight out of the 20 recipients tested, monthly benefits totaling $1,457 were still issued after the people had died.

WHY ITS OUTRAGEOUS: The agency — with a budget of more than $5 billion, making it one of the largest in state government — had only one internal auditor as of July 20, 2010. There were 10 in the 1990s.
