@Joey: Oh spare us from your trite appeals to "the constitution." Let's not forget that the man in charge of imprisoning people was charged with falsely imprisoning his own wife. This is not about punishment or politics. It's about incompetence. Sad that Ross would treat inmates better than his own wife.
