I've seen the need for forceful commitment of mental patients first hand. 3 days is a joke. I know schizophrenia and medication non-compliance very very close. Schizophrenia medication that is the only answer for many patients.

Some people here inexplicably vilify them, out of ignorance. I'm guessing the kind of people who abstain for gluten even though they are don't have Celiac disease, or sign up for Scientology.

The only solution for mental illness often is forced commitment, until compliance. Often for weeks or even months. Often multiple times. One of the defining features of mental illness is that patients literally *do not know that they are sick, or what is good for them*.

IF I can not even get my own medical records or CIVIL STANDBY for San Francisco General Hospital by the Sheriff LAPDOG (DPH and SFGH) or the San Francisco Police because the SFPD abrogate my medical and legal right to the Sheriff who then VIOLATES ...then WHAT? So I ask the Sheriff for CIVIL STANDBY (denied) ....Here I am asking SFPD for civil standby (told it is the Sheriff however they will call) ... NO ONE SHOWS and VIOLA I my rights and medical care records are again denied ... .

Keep DRINKING the KOOL-AID ... here is the PRIME example of the lies, deception, HARM and INHUMANITY. Any QUESTIONS? I do ... did the VICTIM get help? Did the Officers get paid? Did SFGH, Sheriff and SFPD again HARM the VICTIM? Has this happened before? What was the OUTCOME? DID anyone care before ... do you think anyone will care NOW?

The purpose of the law would be "TO GET ALL THOSE supposedly NOT wanting care into CARE" the TRUTH is that this is a FALSE CHOICE since NO ONE enforces MEDICAL LAW .... here is a SPECIFIC HIPAA VIOLATION (one of many) that DPH, SFGH and NOW with the Sheriff's aid (Negligent, Untrained, Unprofessional and INHUMANE) I was once again illegally DENIED.

What will be the CONSEQUENCE ... what will HAPPEN when I press charges ... and .... so SHALL we see? Again LAURA'S LAW is based on a FALSE PREMISE ... shall we see HOW FAR and HOW much PROSECUTION the SFPD will hold DPH, SFGH and the Sheriff ACCOUNTABLE? Oh, you mean the SFPD that already TRIES to play "MIND GAMES" on VICTIMS .... (Jedi Mind Trick) and and Mind you this is from the CIT Officer (Crisis Intervention), the SFPD Pysch Liaison and she also sits on the Mental Health Board .... any more QUESTIONS?

So when will the DENIERS be ARRESTED .... again PROOF POSITIVE LAURA'S LAW is a SHAM .... I would GLADLY stand before a JUDGE asking that the LAWS be ENFORCED and the deniers be arrested and charged and held to account. I HAVE NEVER STOPPED LOOKING FOR HEALTH CARE AND MY MEDICAL AND LEGAL RIGHT ENFORCEMENT.

And for the rest that will sick their head in the sand and continue to parrot the BULL .... KEEP DRINKING KOOL-AID and realize that THEY will come for you when you pass Laura's Law and will say whatever as my videos prove ... but being the stupid sheeple .... YOU and your family DESERVE IT.

Jason Grant Garza here ... again EVERYONE is missing the POINT of the ARTICLE ... Laura's Law is "FRAMED" AROUND people who supposedly DO NOT WANT CARE ... what IF WE DO and SF does NOT provide nor ENFORCE MEDICAL LAW? I mean I can NOT even get my own MEDICAL RECORDS form SFGH when I was Illegally 5150'ed by SFPD.
As a matter of fact when I went to get my records I was illegally arrested by the sheriff and even after DPH admitting that I was RIGHT (NOT needing to sign a hipaa release for my own records) ... I still CAN NOT

WHY??? Because NO ONE ENFORCES medical law. Learn the GAMES and WATCH the INHUMANITY. Keep watching the videos .... tell your friends ... I mean IF THEY really cared ... would THEY NOT be enforcing the LAW?

Jennifer Friedenbach and advocates like her are part of the problem because they need the homeless gutter rats to keep their high paying jobs. Just ask Cecil Williams and his Wife who are both living high on the hog with your taxes. Round these people up and run them out of town and take the $500.000 a day that SF spends and hire some police.

I'm sorry if this is insensitive but I'm tired of excuses. Parents and family are responsible for their mentally ill family not the community and tax payers. There is more housing available to the mentally ill and addicts than paying middle class folks that work hard. I'm tired of the freebies for people that take advantage of the system. Majority of the homeless area due in part of being addicted to drugs. As a person who sees this in the tenderloin and watches this I'm disgusted out taxes are there to help people that really do not want to get better. I could easily do drugs too but I get my ass up every morning and go to work and struggle to make ends meet on my own without any help. So I don't feel sorry. I've been through hell and back and did not resort to government assistance or drug addiction. Our government and society enable these people to continue their vices. Those that want to get better know exactly where to go and what to do. I have watched family members not give a crap about who they hurt with their addictions and hear them gloat on their free assistance and why they rather not work. So there is zero sympathy from me

Any law that supports treatment for those who are not able to make decisions for themselves should be supported. Something needs to be done even if it's not the perfect solution. I would like to hear more success cases from these laws. We have gotten too numb about accepting terrible things. I've known about frustrating parents and loved ones who are frustrated they cannot help their beloved sick ones to get help they need and .e.g. the parents of the Santa Barbara shooter. The author kept talking about these politically correct stuff that makes no sense. From talking with some of these providers such as the author, I almost got a feeling that they really don't want the clients to get better and be out of their control. (don't get me wrong, most providers are well meaning and it is very difficult job). BTW Vigileants who posted toe hateful opinions are really mean spirit, we have to start looking at it as sickness instead. Last night's 60 minutes and a great segment on this. It's more sick to make fun and put down the sick ones.

Jennifer Friedenbach's "clients" are a complete and utter disgrace to San Francisco. Poverty pimps like Jennifer Friedenbach and San Francisco's Coalition on Homelessness bilk the city of hundreds of millions of dollars to spend on tax parasites.

Most San Franciscans pay their own way to live here. However San Francisco has 36,300 units of "affordable housing" with about 80,000 residents don't pay their own way to live in our City. They live for free or pay nominal rents in housing projects and homeless housing. These thankless inhabitants bring crime, filth, and public nusiance and contribute nothing whatsoever to the City,

In addition the State of California has the nation's highest income tax rate of 13.8% thanks to the Mental Health Services Tax
of an extra 1% for taxable income in excess of $1,000,000,

Now Jennifer Friedenbach plays the race card objecting to Laura's Law which protects the public from her criminal "clients".

How many more dead Laura Wilcoxes will it take for Jennifer Friedenbach to stop being oblivious to the obvious?

please note that lauras law does not deliver unto law enforcement but to ttrstment. except mostly its short term....because hospitals and small facilities have differen funding and rules. there no place even if a stabilization bed has been provided. instead of fighting over stale pie crumbs we need a new whole tim murphys 3717 would provide. disparity in N.Y may reflect actual conditions not animus. who is unable to pay for early care? not the affluent demographic! thus.poorer (racially minority) get the only public intervention available to them..regretable and improvable...regardless the trauma of hospitsls...the result beds is.the cycling of "frequent flyers" who take lions share of.funds with not.much.progress to show. lauras law may not be the magic cute all but ignorimg iys contribution is wrongheaded and shortsighted. asuch as some champion the right to refuse like those kind activists to.champion the right to life and dignity...meanwhile all they offer the srioudly brain is "to die with rights on."

The DPH despises mental health care and the patients that receive it. They will continue decimating it until it is all contracted out to crony "not for profit" corporations that pay off the politicians.

As a parent of a mentally ill adult child, I am grateful for the support that has been provided to me by the police (trained interventionists) and the court (a judge who mandates that my son be in treatment and who requires progress report from his treatment team as a condition of freedom from jail). His illness is persistent, and my son has threatened me with talk of guns and death. He experiences anxiety, depression, paranoia, delusions; and he is so disorganized that he is inconsistent taking his meds. I have sought residential program treatment for him, but as yet, I have not found anyplace that has room. Lack of funding for mental health workers, including therapists, social workers, case managers, hospital beds, residential treatment centers contribute to the problem. A skewed perspective of what mental illness is also contributes to the problem. If the purpose of hospitalization were truly to help the patient understand, cope with, learn about the illness, and truly stabilize, we wouldn't even be having this conversation. I don't know whether AB 1421 will make a difference. I just know what will make a difference: increased funding for personnel and hospital beds, shifting to medical perspective instead of exclusively behavioral perspective, a continued and possibly expanded role of law enforcement to divert mentally ill offenders into treatment, and ongoing support and supervision for them to be in treatment. Of course I am not denying the rights of people with mental illness; there should be reliable oversight and transparency of all treatment centers to prevent abuse.

This article is thoughtful and obviously heartfelt, but confusing to me. Although I have not read Laura's Law in its entirety, I am assuming it addresses the vast number of mentally disturbed individuals who refuse treatment and therefore remain in the streets, causing distress to themselves as well as to those around them. If so, it would seem to me that spending taxpayers' hard-earned cash on treatment centers would not solve the problem, since the truly disturbed who refuse treatment would not be availing themselves of such services.

Case in Point - Crazy - This is nuts: A bizarre tale of the insanity that is SF's mental health system This was written in 2007.

Then on 9/18/13 I was illegally 5150'ed at SF Northern Station for continuing to follow up on the law breaking activity of DPH in denying me medical care. when I went in on 11/27/13 to SFGH to pickup the records for the illegality I was once gain arrested. When I wrote the PUBLIC DEFENDER n order to get before the JUDGE and explain the illegalities ... the PD said he could not represent me until I was before the JUDGE. The charges were dropped and the illegality continue. (Where was my DUE PROCESS - are you learning the GAME) This law is a false choice offered since MEDCAL LAW is not enforced. Go to youtube and type in Jason Garza to watch OVER a year of VIDEOS regarding denied MEDICAL CARE ... Having fallen through "Alice's looking glass" (Lewis Carroll) into a WORLD which is opposite of what it should be and my attempts at MEDICAL CARE, Medical Law Enforcement, Legal Right Protection, ADA and Disability Rights, Human Rights, Civil Rights and Constitutional Rights. "Like most Californians, advocates and mental health professionals do not believe a new bureaucratic process is the same as a new solution. AB 1421 does not address the lack of mental health treatment. It does not add funding. What it does is allow a family member, a roommate, or a police officer to petition the court, and through court order, drag someone before a judge where he or she is mandated into treatment under threat being held in a locked facility for 72 hours. Concerns around perpetrators of domestic violence being able to use this to control their victims aside, this adds considerable costs -- police, transportation, court costs and more. Resources that could go twice as far by simply expanding our treatment system.

However, this law goes far beyond wasting scarce resources; it traumatizes someone suffering from a health condition by putting him or her into the hands of our criminal justice system and removes fundamental rights to voice in health care decisions.

If individuals do not comply with the treatment plan, it will be up to the police to remove them from their homes. If this individual is a member of a community with a history of racial profiling and violence at the hands of the police, it can go beyond being a traumatizing experience to a potentially dangerous one. This law was implemented in New York, and studies found disturbing disparities among people of color -- African-Americans and Latinos were forcibly treated at much higher rates.

Year ago I authored a study on homeless people experiencing mental illness. We surveyed hundreds of homeless people who self-identified as mentally ill, and we found that they were desperate to get help. They wanted their situations to change, and they had tried repeatedly to get treatment, to no avail. We ended up calling the report "Locked Out."

So WHERE were my rights in this RIGGED and UNACCOUNTABLE system ... LAWS were BROKEN however when they (DPH and others) it is ok? Oh and again I was denied EMERGENCY services at SF General ... ... YES, I would love to go before a JUDGE and show the NON-PERFORMANCE and further HARM and NOW this attempt at further rigged and unaccountable process since my example clearly shows how it is RIGGED and UNACCOUNTABLE. DID anyone from DPH or SFPD or Sheriff account? Learn the GAMES and watch the INHUMANITY. As a matter of fact it still continues ... look at the youtube videos and know they will never account or stop.

KEEP DRINKING the KOOL-AID. Oh and watch videos of me trying to bring these and other issues forward to them by requesting a meeting ... the videos are on youtube also if you'd like a good laugh or cry since the lies and deceit will be exposed and evident for all to follow .... yes... it is here... the follow up to the false meaning words ... compassion, hope and dignity.
