A 31-year-old man was shot dead Monday afternoon as he sat in his car in the Bayview district, police said.About 3:30 p.m., police said, officers responded to the 1300 block of Thomas Avenue, about three blocks from Third Street, where they found the man, whose name has yet to be released.He suffered bullet wounds to the head and chest, police said.There have been no arrests. Parolee Patrick Higgins, 43, pleaded no contest Wednesday to one count of felony burglary in connection with a March 1 incident in which he devoured $70 worth of food at a San Carlos restaurant and left without paying, San Mateo County District Attorney Steve Wagstaffe said.
