Former Citigroup Vice President Gary Foster, 35, was arrested on charges of skimming $19 million from the bank and diverting it into his personal account. Federal prosecutors are accusing him of using insider knowledge of Citigroup’s treasury finance department to steal the money. He allegedly tried to cover his tracks with phony contract numbers to create the appearance that the wire transfers were legitimate business.
