Philly Housing Authority can’t show how $1 million was spent

WHAT: The latest federal audit of the troubled Philadelphia Housing Authority found virtually no receipts to prove how nearly $1 million was spent for shoddy renovation work on 10 sample houses. An average of  $112,000 was spent on each unit.

WHAT WENT WRONG: Executive Director Carl Greene was fired for spending $900,000 in public funds to settle four sexual-harassment lawsuits against him. The five-member board resigned. A new audit is investigating conflicts of interest in awarding contracts.

WHAT’S HAPPENING NEXT: The U.S. Housing and Urban Development Department took control of the authority. The Justice Department is looking at possible criminal charges, and the Philadelphia agency is to receive $371 million from HUD this year.
