More scandal: Disgraced city administrator allegedly had secret $4.5M pension

WHAT: Robert Rizzo, ousted city administrator of Bell — charged with more than 50 criminal counts for nearly bankrupting that working-class Southern California suburb — now faces a newly revealed accusation of setting up a secret secondary pension fund for himself.

HOW: Testifying under limited immunity, Bell’s director of administrative services alleged that Rizzo ordered her to spend $14 million on a secondary pension fund benefitting himself, his executive assistant Angela Spaccia and 40 selected officials.

WHY: The alleged special account just for Rizzo and Spaccia enabled them to evade IRS regulations capping government pensions. This secret fund would have supplemented their already generous city and state pension payments.
