WHY IT'S AN OUTRAGE: The recipients included prison inmates who made false or fraudulent claims. Prisoners in Florida, Georgia and California alone received nearly $19 million in tax refunds. The IRS awarded $13.4 million to inmates in 2004, but nothing's changed, with amounts nearly tripling over the last five years.
