The Filipino flag wrongfully signified that the nation was in a state of war.

HOW: A spokeswoman for the U.S. Embassy said it was an “honest mistake,” which a representative of the Philippines accepted, saying his nation declared it “an honest error.” The mistake was found in a photograph of Obama and Aquino.
