Recycle or else?

It took a year, but Mayor Gavin Newsom’s proposed law to make it illegal not to recycle will have its first airing Thursday before the Board of Supervisors.

Newsom had proposed the law a year ago, although it seemingly was not well-backed after a number of affected parties sounded off against an array of the provisions. Since then the bill has undergone various alterations.

On Thursday, the board’s Government Audit and Oversight Committee, whose members include Supervisors Ross Mirkarimi, Eric Mar and Sophie Maxwell, could vote to send the proposal to full board.

The law would people sort their garbage in to three separate bins – blue for bottles, cans and paper, green for food scraps or yard trimmings and black for all other trash.

Failure to do so would result in fines.

The City has a goal of diverting all waste from landfills by 2020, with a 75 percent diversion rate by 2010.

Recycling and composting are free in the City. You only pay for garbage (as least for residential rates - I don't know about businesses, but I expect it to be the same). Getting people to sort their recyclables will save them money and help the environment -- and when we all already have the green-blue-black bins, why would someone not recycle?

One problem I see is others putting their garbage in your bin when theirs is full. This happens all the time. Are we to be fined for what the neighbor did?

@mark, because when you look at enforcement in this city, its upside down, and people are sick of it. Graffiti taggers? Never caught, but the building owners are punished. Homeless camping on the streets? DPT (now MTA) says its not their problem, but you'll get nailed for a meter violation in an instant. Illegal scavenging of my cans in the middle of the night (with my stuff getting strewn everywhere?) No problem, but I will get fined for a can left ion the wrong bin. The list goes on -- the law abiding in this city get hammered day in and day out, while the law breakers run rampant. Its disgusting.
