WHAT: The agency spent $6 million in stimulus money to build a visitors center at the remote North Dakota Audubon National Wildlife Refuge, which is visited by fewer than 80 people each day.

WHY IT'S AN OUTRAGE: The costly, "energy-efficient" visitors center keeps bankers' hours, closing at 4:30 p.m. on weekdays. It is closed on weekends and all federal holidays -- the very days when visitors are likely to come. At least it has a portrait of President Obama on the premises.
