Freshman state Assemblyman Jerry Hill, D-San Mateo, had his legislation to ban smoking on hospital grounds vetoed by Gov. Arnold Schwarzenegger. Current law contains a loophole that allows for smoking in hospital areas when buildings are clustered together in a campus setting, according to Hill. The bill would not have applied to psychiatric hospitals. Schwarzenegger called the proposal “unnecessary.”
