The Muni operator who struck and killed a 23-year-old woman in a crosswalk last year will face charges of vehicular manslaughter.

Emily Dunn, who had recently moved to The City from Atlanta, had nearly finished crossing the street when she was fatally hit by a Muni shuttle bus Aug. 19. The operator driving the bus, 36-year-old Wallace Loggins, has been charged with misdemeanor vehicular manslaughter, according to spokeswoman Stephanie Ong Stillman of the San Francisco District Attorney’s Office.

Loggins was charged Jan. 14 and will be arraigned Friday.

The accident occurred at the intersection of 18th and Hartford streets, a narrow crossing where Muni buses don’t normally travel. Muni officials have said Loggins was not supposed to be driving through the intersection. At the time, he was driving a shuttle bus for Muni’s F-line streetcar service, which travels on Market Street.

Attorney Michael Kelly, who is representing Dunn’s relatives in a civil suit against The City, said the family was relieved that charges had finally been leveled against Loggins. But they are concerned that the operator is receiving all the blame for the incident, which they believe was due to a comprehensive failure on Muni’s part, Kelly said.
