City cracks down on illegal massage work

SAN FRANCISCO — The City is looking to crack down on massage parlors where illicit activities are occurring.

San Francisco has had a challenging time shutting down such businesses, which in some cases remained operating even after receiving a citation for solicitation from an undercover officer.

Today, Mayor Gavin Newsom is expected to introduce legislation that’s intended to shut down the phony massage parlors. It is suspected that at least 50 such establishments are operating in The City.

Newsom’s legislation would require massage establishments and out-call massage services to close up shop between 10 p.m. and 7 a.m. and increase the penalties for violations, which will make it easier to revoke licenses. It would also add a criminal penalty for operating without a permit, operating after hours or allowing unlicensed or underage practitioners, according to the Mayor’s Office.

Newsom spokesman Nathan Ballard said the legislation will “shut down illegal massage parlors.”

“The mayor is committed to eradicating sex trafficking in San Francisco,” Ballard said.

Supervisor Carmen Chu, who represents the Sunset district, which has been plagued by problematic establishments, is also expected to introduce legislation that would close a loophole by preventing any business from obtaining what is known as an accessory-use permit — often granted over the counter — to offer massage services.

Three months ago, Chu called for meetings with city officials in the Department of Public Health and the Police Department to figure out how to stamp out the problem after residents in her district were angered about massage parlors suspected of operating prostitution businesses. Although these establishments were cited for solicitation by undercover police, they continued to operate.

Nearly 4 years sinvce the Feds and ICE raided SF Massage parlors, there is still ZERO evidence of sex trafficking. This has become a ridiculous poitical issue that bears no resemblance to the true realities -- no one is forced or coerced in this industry. Believe it or not, some women do choose alternate professions in order to support their families and a certain lifestyle. Gavin Newsome is one of the most amoral people in politics. Never has hipocrisy been more transparent and obvious to all. Open comment to all supervisors, please spend the City's precious time and resources on issues that really matter like gangs, drugs, transportation, and the economy rather than trying to force the morality of a few upon the many.

I live in the Sunset, and there are no massage parlors of any sort operating here except for the one legit one. There have been some illicit brothels, but I suspect they are mostly frequented by wealthy Chinese like Ed Jew. The other ones are known to be brothels, and shutting them down would eliminate 99% of the Republican visitors. Newsom is just running for governor! Business as usual. He should be worried about the outrageous plan to charge $7 to enter the Arboretum (which they have been rebranding as a "Botanical Garden").

Where is the balance in this story? Where is the perspective of the people working in the massage parlors, civil liberties advocates, etc.?

It's also a shame that as in many media stories, "The City" or "San Francisco" are used as shorthand for "San Francisco city government" or "San Francisco politicians," so that it sounds like SF as a whole wants to go after massage parlors, when really it is the mayor and one supervisor who have launched this pointless morality crusade.

are you people kidding yourself. go into any massage parlor open late and night and guys are running out the back windows to rooftops. all the asian girls are be held captive..and give all their money to mama san.. wake up
