A bill by Assemblyman, Jerry Hill, D-San Mateo, that gives Californians who vote by mail the ability to verify that their ballots were counted, is headed to the full state Senate for a vote. Vote-by-mail ballots can be disqualified for such reasons as a change in a voter’s signature or arriving late. Between 1 and 2 percent of such ballots are typically disqualified in each election, according to Hill’s office.
