Breed appoints SFPUC head of security Mary Ellen Carroll to head Department of Emergency Management

Weeks after the current head of the Department of Emergency Management, Anne Kronenberg, announced her retirement, Mayor London Breed has tapped Mary Ellen Carroll to take over beginning Aug. 11.

“Mary Ellen has decades of experience coordinating emergency response and preparedness efforts in San Francisco and I know that with her in charge, the City will be ready when disaster inevitably strikes,” Breed said in Monday’s announcement of the appointment.

Carroll currently serves as the director of emergency planning and security for the San Francisco Public Utilities Commission.

“My entire career has been dedicated to community resiliency and disaster response, and I am excited to work with the entire team at DEM to prepare our City for any emergency that might impact us,” Carroll said in a statement.

With the SFPUC, Carroll oversaw the security design for multi-billion dollar infrastructure projects like the Water and Sewer System Improvement Programs and she managed the response to the 2013 Rim Fire.

Carroll’s salary in the new position was not immediately available Monday but Kronenberg’s salary was $244,732.65 in 2017, according to Transparent California.

The Department of Emergency Management is The City’s emergency response agency and also includes the 911 call center.
