With a $360 million deficit projection — which could worsen depending on the outcome of the state budget — service cuts are inevitable. As city departments worked out how to come up with the 20 percent in cuts they were told to come up with to balance the budget, the impacts are becoming clearer.

The Human Services Agency, which provides services for The City’s most vulnerable, has a proposal for 20 percent in cuts, as all departments were instructed by the mayor to come up with.

For HSA the 20 percent cut equals a slashing of $18.7 million. Ten percent of the cuts are expected to be implemented on Feb. 22, and the other 10 percent, being called “contingency” cuts,” will be submitted to the Mayor’s Office for further review.

Among the cuts being considered for HSA is a reduction of hours for homeless shelters. The agency is proposing, as part of its 10 percent contingency cuts, the reduction from 24 hours to 15 hours for the homeless shelter Next Door, for a savings of $180,570, and the same reduction for Sanctuary, for a savings of $152,427. The logic behind the cut, according to HSA director Trent Rhorer’s report is to “preserve core permanent housing and services.”
