California oil spill investigators met with Bay Area district attorneys to discuss a fuel overflow that killed birds in the Bay late last year.

Dozens of birds were oiled by hundreds of gallons of bunker fuel that seeped into the Bay on Oct. 30 while a maritime company attempted to fill the tanks of the Panamanian-flagged Dubai Star tanker ship.

State investigators told district attorneys that they expect a complete report on the accident to be complete by March 1.

The report will help officials decide whether to pursue criminal or civil actions against maritime companies linked to the spill.
