Underground light-rail service is recovering from a 15-minute delay after a collision between a Muni train and passenger vehicle occurred just outside the West Portal station.A passenger vehicle was turning left just outside the tunnel at West Portal when it was struck by an outbound M-Ocean View light rail vehicle, according to San Francisco Municipal Transportation Agency spokesman Paul Rose.The driver of the car was transported to the hospital with minor injuries.
